Rules and regulations to start a Student Wing of ISAMPE
1. Student.
a) A Student Member must carry at least 50% of a normal full-time
academic program as a registered diploma/degree/post graduate
student in a regular course of study broadly related to the
area of Materials and Process Engineering. Student membership
shall be limited to 8 years.
b) Student Members, upon graduation or upon reaching the
8-year limit (whichever occurs first), with at least a diploma
or bachelor or higher degree (or its equivalent) in Science/Engineering
shall be eligible to become Professional/Life Member of the
Society.
2. General
2.1 Students not less than 10 in number of any particular
college, area, city/town or part of a city/town may send a
request in writing to
the Secretary of the Society for formation of Student Wing.
The Executive Board (EB) of the Society will be the
authority to take a decision as to whether any Student Wing
be established and if so, the name of the Student Wing and
its area of Jurisdiction will also be decided by the EB of
the Society.
2.2 The EB of the Society, at all times shall have full power
in its discretion, to suspend, supercede and dissolve any
Student Wing. The rules
and regulations for these will be similar to those specified
to suspend, supercede and dissolve any Chapter.
3. Formation of Student Wing:
3.1 A student wing may be formed by the EB of ISAMPE in any
area, city or part of a city in which a minimum of 10 Student
Members having their registered
address as recorded in the register of the Society have expressed
in writing their willingness
and desire to operate a Student Wing.
3.2 The Student Wing Formation Meeting: The first meeting
of the Student Members of a new Student Wing authorized by
the EB shall be called
the “The Student Wing Formation Meeting” and shall
be held in accordance with the provisions in this
part of the rules.
3.3 When the EB has decided to form a New Student Wing it
will also decide i) the name of new Student Wing, ii) The
area, city or part of
a city/town in which Office of Student Wing will be situated
and iii) the jurisdiction or area of operation of the
Student Wing. The EB will also nominate from senior members
of the Local Chapter area, the First Chairman, Secretary
and Treasurer of the Student Wing. Further the EB will also
nominate Joint Secretary/Joint Secretaries and a few
members to the Executive Board of the Student wing from among
the Student Members of the Student Wing, in Consultation
with the First Chairman, Secretary and Treasurer of the Student
Wing, and other members who will form the
first Executive Committee of the New Student Wing. Such nominated
first Chairman of the New Student Wing will be authorized
in writing by the Secretary of the Society to call the Student
Wing Formation Meeting at a suitable date, time, place
with notice of 14 clear days to all the Student Members of
the Student Wing whose address falls within the jurisdiction
the Student Wing (and who will thus become the Student Members
of the New Student Wing.) For this purpose
the Chairman of the New Student Wing will be supplied by the
Secretary of the Society with a list of names and addresses
of the Student Members of the area to be covered by the New
Student Wing.
3.3.1 The first Chairman shall call for the Student Wing formation
meeting and shall preside over the deliberations. The meeting
shall be attended by at least six Student members excluding
the Chairman. The Chairman shall send a certified
copy of the Minutes of that meeting to the Secretary of the
Society within 14 days from the date of such meeting.
3.3.2 The “Student Wing Formation Meeting will be the
first General Meeting of the members of the Student Wing”
and the business
to be conducted at the meeting will be:
3.3.2.1 To pass resolution regarding the formation of Student
Wing in accordance with the Rules of the Student Wing and
the
decision of the EB of ISAMPE to form the Student Wing.
3.3.2.2 To form a resolution approving the appointment of
the Office bearers viz., the Chairman, Co-Chairman, Secretary,
Joint
Secretary, Treasurer and Members of the first Executive Committee
as nominated by the EB of ISAMPE.
3.3.2.3 General discussion of the programme of activities
to be pursued by the Student Wing upto the end of the then
current
financial year.
4. Operation and Management of Student Wing:
4.1 The Secretary of the EB of the Society shall forward
to the Secretary of each Student Wing, once in every half-year,
a statement of members
showing the addition, deletion and transfer of Student Members
of the Student Wing concerned, within
the month following the half year.
4.2 Each Student Wing will operate under the frame work of
the Rules and Regulations of Society. It shall function to
further the objectives
of the Society as listed in the Rules and Regulations of the
Society.
4.3 The Chairman and Secretary of the Student Wing shall
be an ex-Officio member of the EB of the Local Chapter, if
the Student
Wing is located within the jurisdiction of a Local Chapter.
4.4 The affairs of the Student Wing shall be managed by an
Executive Committee consisting of not less than three and
not more than 12
members, on the lines of the Executive Committee of the Local
Chapter, or as decided by the EB of the Society
in consultation with the members of the Student Wing. Student
Members can occupy the post of Joint Secretary and
Executive Committee Members only, of the Executive Committee
of Student Wing. A Student Member on becoming a Professional
member will automatically cease to be a Student Member as
well as the post he/she represents in the Executive
Committee of the Student Wing. This post shall be temporarily
filled by the Chairman of the Student Wing in consultation
with the Student Members of the Wing.
4.5 The authorities and responsibilities of the Office Bearers
and Members of the Executive Committee of Student Wing shall
be similar to that
of authorities and responsibilities of the Office Bearers
and Members of the Executive Committee of Local
Chapters.
4.6 The term of the Executive Committee members will be for
a period of 2 years. The same committee can have only one
more term of two
years consecutively. The New Chairman and Co-Chairman of the
Student Wing shall be selected by the
Executive Board in consultation with the members of the Student
Wing.
4.7 The Student Wing shall be responsible for organizing
Lectures, Seminars, Conferences, Workshops, Exhibitions, Competitions,
Industry Visits, Film shows, Demonstrations, Debates, Refresher
courses, Technical Meetings, etc.. It shall
approach the Society for financial and organisational support
for its activities. Student Wing shall generate funds for
its activities and be self sufficient financially. The Executive
Board of the Society will have the right to take decision,
the extent
to which it will support the activities of the Student Wing
(financially as well as organisationally). These activities
shall be organised as per the guidelines laid for organizing
Conferences/Symposium by Chapters of the Society.
5. Finance and Accounts:
5.1 Student Wing will operate from the financial support
given by the Society.
5.2 A Student wing shall have its own financial account on
the lines of Local Chapter.
5.3 A Student Wing can not acquire assets (Immovable Properties).
Any Immovable Property will be in the name of the Society.
6. Rights of Student Members
6.1 A Student Member is eligible to attend all the Activities
of the Student Wing to which he belongs. If any charges are
levied for participation,
the Individual member has to pay for the same.
6.2 A student Member is eligible to attend Annual General
Meeting of the Society in its Technical Deliberations. However
a Student Member has no
rights for electing office bearers of the Society or attending
Business Meeting of the Society. So he
can not participate in the elections for the office bearers
of the Society.
6.3 A Student Member is eligible to attend any event organised
by the Society. However if any charges are levied for participation,
the Individual member has to pay for the same. It is left
to the Executive Board of the Society to invite Student
Members for the functions organised during any event organised
by the Society. Similarly it is left to the Executive
Board of the Society to distribute mementos to Student Members
when it is done so during any function organised
by the Society.
6.4 A Student member is eligible for invitation to Annual
General Meeting. But he need not be sent the AGM notice.
